Syria's cabinet on Tuesday hailed efforts by the army and security forces to restore calm in the Jisr al-Shugur area and surrounding villages, according to the SANA.

Adnan Mahmoud, the information minister, said the Cabinet urged citizens "who were forced to leave their homes to come back after calm and security were restored in the area, " SANA said.

SANA later reported that thousands of Jisr al-Shugur residents had "returned to their houses after the army restored security and tranquility to the city. "

The minister said the cabinet "assigned the Syrian Arab Red Crescent to contact the Turkish Red Crescent for cooperation to facilitate the Syrian citizens' return to their homes, noting that all necessary needs will be provided to secure the return, including medical aid for the patients and the injured. "

Wissam Tarif, a human rights activist based outside Syria, said he had not received reports of people returning to their homes.

His contacts told him that military deployments were in villages around the city of Jisr al-Shugur, and army vehicles nearby in the village of al-Jandouwiye.

As many as 800 people were detained in the past few days in the towns of Douma, Saqba and Daraya, either in raids on homes or at military checkpoints, Tarif said.

He also reported the defection of an unspecified number of Syrian troops in Homs.

In its joint draft joint statement on Syria, the Human Rights Council called on Syria to implement reforms and end censorship and restrictions on media.

"Arbitrary arrests, detention and torture, including of protestors, of human rights defenders, of representatives of the media, political dissidents, and young children must cease immediately, " the statement said.

Black holes abound in early universe

(CNN) -- Black holes may be featured in "Star Trek" and "Event Horizon," but they're not just the stuff of science fiction.

Now, there's new evidence that these gravity-powered matter-eaters have been around in abundance since the dawn of the universe, and might be responsible for how the cosmos looks today.

Scientists say at least 30 million black holes had formed before the universe was 1 billion years old, which is quite early in the universe's 13.7 billion-year history.

A new study published in the journal Nature explains this discovery, which was made using NASA's Chandra X-Ray Observatory.

What is a black hole?

A black hole is a dense region of space that has collapsed in on itself such that nothing can escape it, not even light.

Yet some of the brightest objects in the universe are black holes that are devouring matter around them, since a lot of energy gets released in that process, said Kevin Schawinski, astronomer at Yale University and co-author of the research.

Material in the vicinity gets drawn in, and settles into a disc, called an accretion disc, that's constantly spiraling toward the black hole. As matter gets compressed by the black hole, X-ray radiation is emitted.

No one knows how the first black holes were formed after the Big Bang, the initial explosion that created our universe. There are many theories -- for instance, that the first stars were very large and exploded into black holes, or that gas collapsed into itself, but none of these ideas really fit, said Fulvio Melia, professor of physics and astronomy at the University of Arizona, who was not involved with the Chandra study.

These early structures are "supermassive" -- perhaps millions of times the mass of our sun -- and most of the light around them doesn't make it out of their galaxies, Schawinski said. Only the highest-energy x-rays can get through, and that's the invisible radiation that allows researchers observe the black holes indirectly.

What are the new findings?

The early black holes in the Nature study, located at the centers of some of the earliest known galaxies, have been hard to pinpoint in the past because they've been buried in gas and dust, Schawinski said.

"We've solved the mystery of where the black holes have been," he said.

Using the Chandra observatory, astronomers scoured more than 250 distant galaxies, which had been identified with the Hubble Space Telescope.

It appears that between 30% and 100% of the distant galaxies have growing supermassive black holes, which is about 10,000 times more black holes than previously believed. They then calculated that there must have been at least 30 million black holes before the universe's 1 billionth birthday.

These black holes are also growing more aggressively than astrophysicists previously thought.

Such black holes are so far away that the radiation emitted is extremely faint. So astronomers took 200 images of every part of the sky with one of these early galaxies, and layered the images on top of each other. Only in this "stacked" image could these black holes be detected.

Why is it significant?

It's unclear which came first: the galaxy or the black hole, Schawinski said. The Chandra observations indicate that proto-galaxies already had central black holes, but it seems that the black holes and their galaxies are growing together.

We see that pattern in more modern star systems: The bigger the black hole, the larger the galaxy around it. The Milky Way has a black hole in its center, too, about 4 million times the mass of the sun.

"All the black holes we see at the centers of galaxies today are in a way descended from those baby black holes we see at the dawn of the universe," he said.

How that happens is still a mystery, but this discovery shows that this symbiotic relationship went back to the dawn of the universe, Schawinski said.

It could also change the way we think about the history of our universe, Melia said.

If the black holes did come first, they would have played a critical role in the formation of the overall structure of the universe, Melia said.

"In some strange, indirect way, we may owe our existence to these black holes, because many of the galaxies may not have formed at all if it weren't for the black holes being there first," said Melia, who was not involved in the study.

These observations of early black holes also shed light on how the universe became transparent.

The very early universe was full of atomic hydrogen, a period called the "dark ages" because it was completely opaque, Schawinski said. Some mysterious event "re-ionized," or turned the hydrogen into charged particles called ions, such that light could travel freely.

The Nature study suggests that a typical black hole could not have "lit up" the universe in this way. That's because ultraviolet light would have been trapped behind gas and dust; only the highest-energy X-rays could escape, and they do not have this ionizing property.

What's next?

Schawinski's group plans to push even further into the early universe to gain more insights into the early black holes.

But clues may also emerge at the Large Hadron Collider, the $10 billion particle smasher here on Earth at the European Organization for Nuclear Research (CERN). Councilor mulls security camera policy in Oro: BUSINESSMEN may face fines and non-renewal of business permits if they fail to install security cameras in their respective establishments.

Councilor Ramon Tabor filed a resolution imposing the "No CCTV, No business permit" policy in compliance to City Ordinance 1105-2008 that requires all business establishments to set up closed-circuit television (CCTV) cameras.

“Putting CCTV is not a burden and we should not take this as an imposition but a share in helping our city free from criminalities,” Tabor said.

However, Tabor’s resolution drew some reactions from among his colleagues at the City Council, citing that this needs further modification, particularly in identifying the so-called “high risk” establishments.

Councilor Juan Sia said not all businessmen can afford a CCTV camera, especially those who are just starting and those small-time businessmen.

“I will not agree if this is required to all businessmen but if it will be imposed on selected businessmen only, I will support it,” Sia said.

Councilor Edgar Cabanlas expressed the same observation, citing that it is impossible for the City Council to impose the “No CCTV, No business permits” policy citing that “robbers and thieves nowadays are becoming smarter.”

But Cabanlas suggested that the City Government must first install CCTV cameras in public places, including public markets and exit and entry points of the city, before imposing this to businessmen.

“Let the mayor do that and not us in the City Council,” he said.

Councilor Alvin Calingin agreed to the observations of his colleagues but emphasized that CCTV cameras are needed for security measures.

Councilor Ian Mark Nacaya despite being the co-author of the resolution did not support Tabor’s motion considering that the mayor was not given any authority to decide on this matter.

Nacaya, who is chairman of the committee on police, fire and public safety, suggested for the council to amend Tabor’s resolution and to give the mayor the authority to impose this ordinance to identified "high risk" establishments such as banks, gasoline stations, lending firms, pawnshops and convenience stores, among others.

Cauayan City to install CCTV cameras in barangays: CAUAYAN CITY, Isabela, June 14 (PIA) -- The city government here is planning to install Close Circuit Television Cameras (CCTVs) to all its 65 barangays in addition to the units installed at the urban barangays to intensify the city’s campaign against street crimes.

Mayor Benjamin G. Dy said he supports the move to install additional CCTV cameras to lessen if not totally eradicate the incidence of crimes as the police authorities can immediately spot incidents and act on them as soon as they happen.

“The CCTV cameras are very important in the detection and prevention of crimes and in the monitoring of traffic congestion,” Gov. Dy said.

Cristy Ranises, CCTV operator based at the city hall said that some of the CCTV cameras that were previously installed were already malfunctioning due to the past typhoons that is why the city government is planning to restore them seeing their importance in the solution of crimes and in the monitoring of the traffic situation in the city.

Ranises also said that CCTV cameras are also used to monitor the erring city employees inside their offices as all the movements will be recorded and monitored at the city hall’s master control.
